YANGON, June 25 (Xinhua) -- Myanmar's ruling party will compete for all vacant seats in an upcoming by-election scheduled for Nov. 3, said May Win Myint, a member of the National League for Democracy (NLD) Central Executive Committee.

Candidates of the NLD vying for the by-election were elected at a two-day Second Nationwide Congress of NLD which concluded on Sunday.

There is a total of 13 vacant parliamentary seats -- four with the House of Representative (Lower House), one with the House of Nationalities (Upper House) and eight with the state parliaments available for contention.

Myanmar's Union Election Commission has set July 2 for submission of names of candidates to run in the by-election for parliamentary seats and the closing date for the submission is designated for July 11.

The by-election, which is the second during the incumbent NLD-led government, will be taking place seven months after new President U Win Myint assumed office on March 30.

The constituencies to be contested are signified by the inclusion of that in Myitgyina, northernmost Kachin state with one seat of the House of Nationalities and that in Yathedaung, western Rakhine state with one seat of the State Parliament.

The commission has been conducting door-to-door compilation of revised list of voters after those who have died or migrated and those who have reached 18 years old as well as the list of participating political parties.

In the first by-elections in April 2017, one year after former President U Htin Kyaw took office, the ruling NLD won nearly half of then open parliamentary seats.

The NLD won an absolute majority of the parliamentary seats in the general election held in November 2015.
